The Division 2 update 2.10 (Y7S2) Summary
- Retaliation Mode – A new endgame activity focused on territory control and faction aggression across D.C., New York, and Brooklyn.
- Modifiers System – Global, active, and passive modifiers add strategic depth and faction-themed abilities.

NEW ACTIVITY: RETALIATION
Retaliation is a new, permanent endgame activity that expands upon Control Point mechanics, creating dynamic, large-scale battles for control of entire Named Zones.

Availability: Active in Washington D.C., New York (Warlords of New York expansion required), and Brooklyn (Battle for Brooklyn DLC required).

Factions: Hyenas, True Sons, and Outcasts can initiate in D.C. Cleaners and Rikers can only initiate in New York and Brooklyn, respectively.
Mechanics
-
Agitation Meter: Each faction has a visible Agitation Meter on the new Retaliation tab of the Mega Map.
-
The meter is filled by eliminating enemies, completing missions, and capturing Control Points affiliated with that faction.
-
A new Daily Project is available that instantly fills a chosen faction’s Agitation Meter to 100%.
-

Initiation: Once a faction’s meter is full, they will launch a Retaliation to take over a specific Named Zone and all its Control Points.
-
Objective: Agents must deploy from the zone’s safe house and reclaim all Control Points within a strict time limit.
-
Capturing a Control Point adds time to the overall clock.
-
Failing to complete the activity in time, or choosing to abandon it, will result in the enemy faction taking permanent control of the zone.

Core Gameplay
-
Multi-wave Battles: Retaliation Control Points feature intensified, multi-wave enemy assaults.
-
Scaling Difficulty: The difficulty of the activity scales with the global World Difficulty setting (Normal to Heroic), with higher difficulties offering better rewards.

Kill Squads: Special enemy squads may ambush players during the activity.
-
Defeating a Kill Squad adds significant time to the retake timer.
-
Each faction’s Kill Squad has a chance to drop an Exotic Blueprint from that faction’s exclusive pool.

Maneuvers: Optional, shared challenges that appear between Control Point captures.
-
Completed individually by each agent, but success benefits the entire team by adding time to the clock.

Agent deaths reduce the remaining time.

Targeted Exotic Farming

Faction-Specific Blueprints: Each of the five factions (Hyenas, True Sons, Outcasts, Cleaners, Rikers) has a unique pool of Exotic blueprints.

Kill Squad Drop: Defeating a faction’s Kill Squad grants a chance at a blueprint from their pool.
-
Completion Reward: Successfully completing a Retaliation against Hyenas, True Sons, or Outcasts grants a chance at a blueprint from a separate, additional pool.

Crafting System: New Exotics are crafted using standard Exotic Components plus new faction-specific materials dropped during Retaliation events:

Material Conversion: These materials can be converted into Broken SHD Watches at the crafting bench.

Broken SHD Watches can then be exchanged for materials from other factions, allowing players to target specific Exotics regardless of the faction they are facing.

Conversion blueprints and Exotic Cache blueprints are available for purchase from Inaya al-Khaliq in the Base of Operations.

DLC Access: Players without the Warlords of New York or Battle for Brooklyn DLCs can still target Cleaner and Riker Exotics by crafting Exotic Caches tied to those factions’ blueprint pools.
2. MODIFIERS
Global Modifier: Divide and Conquer
This new global modifier ties player power directly to the state of the world map.

Contested Zones (No faction owns all Control Points):

Grants a stacking Rate of Fire bonus, up to a maximum of 30%.

SHD-Controlled Zones (Player faction owns all Control Points):

Grants a stacking Rate of Fire bonus, up to a maximum of 30%.

Grants a stacking Weapon Damage bonus, up to a maximum of 30%.

Enemy-Controlled Zones:

Provide no combat bonuses.

Scaling: Bonuses scale evenly across all Named Zones (11 in D.C., 4 in N.Y., 2 in Brooklyn), allowing players to reach the same maximum bonuses on any map.

Active Modifiers
Five new faction-themed abilities, unlocked via the Seasonal Journey and upgraded with Modifier XP.

Earning Modifier XP:

Completing a Retaliation against a faction grants XP for that faction’s modifier, even if it’s not equipped.

Eliminating enemies while a modifier is equipped grants a smaller amount of XP for it.

Hyenas: Spiced Up

Effect: Removes all Armor. Cannot aim down sights or repair armor for the duration.

Benefit: Successful hits stack Weapon Damage and recover Health. Grants bonus Health, Reload Speed, and Movement Speed.

Level 5 Upgrade: Activate again or at timer’s end to replenish Armor based on current Health.

True Sons: Advanced Materiel

Effect: Skills gain extra Skill Tiers. Signature Weapons gain boosted Damage (further multiplied by 1.5x vs. Named Enemies), Rate of Fire, and Reload Speed. Automatically refills magazine on every reload.

Benefit: Kills with Signature Weapons or Skills add 3 seconds to the duration.

Level 5 Upgrade: Specialization Skills are Overcharged while active.

Outcasts: Zealot
-
Effect: Gain 15 stacks of Zealot, each granting Weapon Damage and Damage Reduction.
-
Drawback: After 10s, lose 1 stack per second (rate increases every 10s). At 0 stacks, trigger a damaging EMP explosion at your location, reducing you to 1 Health.

Benefit: Eliminating hostiles restores stacks. Hitting enemies with the explosion recovers Armor and Health.
-
Level 5 Upgrade: Each stack consumed increases the EMP’s damage by +2%.

Rikers: Say Cheese
-
Effect: Blinds hostiles in a cone in front of you. Holding a shield increases the range and radius.
-
Benefit: Eliminating Blinded enemies reduces the cooldown.

Level 3 Upgrade: Eliminating hostiles while using a shield reduces the cooldown by 1s.

Cleaners: Sanitation
-
Effect: Set enemies within a radius on fire. Each unique enemy set on fire grants a stack of Sanitation, increasing damage to Burning enemies.

Benefit:

2+ Stacks: Repair Armor every second for each Burning enemy.

3+ Stacks: Critical hits inflict Burning on enemies.
-

Level 3 Upgrade: Each kill on a Burning enemy adds 3 seconds to the duration.

Passive Modifiers
New archetype-based bonuses and debuffs. Players can slot three at a time.

Universal Passive Modifiers:

Assault – “Stepping Stone”: Killing an Assault enemy with a headshot instantly refills your magazine with Hollow Point Ammo.
-
Thrower – “Batter Up”: Automatically destroys grenades that land within 5m (45s cooldown). While on cooldown, your grenade explosion radius is doubled.

Sniper – “Compromised”: In cover, headshot damage to Snipers is increased by +100%. Hitting a Sniper in cover forces them out of cover.

Tank – “Rupert’s Tear”: Breaking one piece of a Tank’s armor causes all other pieces to break instantly, inflicting Bleed on enemies within 15m for each piece broken.

Rusher – “Keep Out”: Shooting a Rusher from within 10m staggers them and grants you +20% Movement Speed for 10s.

Faction-Specific Passive Modifiers:

Hyenas Shield – “Unfriendly Fire”: Shooting a Hyena’s Shield deflects bullets, dealing 50% of the damage to enemies around the shield user.

True Sons – Immobilizer: Breaking the Immobilizer’s weak point applies foam to enemies within 20m.

Outcasts – Scorcher: Breaking the Scorcher’s gas canister ignites enemies within 7m until they die.
-
Cleaners – Controller: Destroying the Controller’s drone automatically breaks its user’s weak point and shocks both the Controller and nearby enemies.

Rikers – Leader: Killing a Leader applies a Bleed effect to all enemies who benefited from its bonus health and grants you +20% bonus armor.

Hostile Countermeasures
Enemies now have access to new adaptive abilities:

Out of Mind: Enemies gain a Speed and Rate of Fire boost that increases over time if they are not damaged.

Wedge: Boosts damage for the enemy and nearby allies, scaling with the number of allies.

Overwatch: Grants Overheal to affected enemies while their gadget is deployed.

General Drop: The Tempest can drop from the mission at any difficulty, with chances increasing with higher difficulty levels.

5. FIXES AND IMPROVEMENTS

Stability: Fixed a rare crash that could occur when opening the Mega Map immediately after fast traveling.

UI: Addressed an issue where the Retaliation tab on the Mega Map could fail to update faction Agitation Meters correctly for group members.

Skills: Fixed a bug where the Rigger Gear Set could sometimes cause the Shield skill to enter an infinite cooldown state.
-
Gear: The talent “Perfectly Efficient” on the Pointman chest piece now correctly applies its bonus armor to allies when the chem launcher is used.
6. SEASON PASS
The Season 5: The Pact Premium Track includes:

Instant unlock of the “Say Cheese” Active Modifier.

Two new weapon skins: “Neon Nexus” and “Tarnished Brass”.

Three new apparel sets: “Frontline Contractor”, “Urban Guerrilla”, and the final reward “Pact Striker” outfit.

Additional rewards including Armor Patches, Emotes, Apparel Cache Keys, and Optimization Caches.
FIXES AND IMPROVEMENTS
Balance Changes
- The maximum Expertise level has been set to 30.
- This change ensures you don’t outpace the challenge level the game currently offers, provides a clear upper limit for your gear’s power level, and makes it easier to invest in a wider variety of items – allowing you to explore different playstyles and engage with the game in new ways.
Gear and Weapons
- Fixed the issue with loadout swapping that caused multiple talents to stack through the Abridged Talent.
- Updated Weapon and Gear Piece Targeted Loots to contain all eligible Exotics.
- Bluescreen and Catharsis no longer require ownership of its Blueprint in order to drop as Targeted Loot.
- Fixed an issue where all Exotic Pistol drops were affected by the ownership of the Liberty Blueprint.
- Fixed an issue where all Exotic MMR drops were affected by the ownership of the Mantis Blueprint.
- Fixed an issue where all Exotic AR drops were affected by the ownership of the Capacitor Blueprint.
- Fixed an issue where the Swap Speed attribute would cap at 14.4% on all Exotics.
- Fixed the issue where the breaking Point Gear Set was not present in the Crafting Station until the blueprints were acquired.
Vanity
- Fixed the issue where Exotic Skin VFX was not visible in the weapon mod menu for the Chyron and Nocturne Exotic weapon skins.
- Fixed the issue where the contaminated loot bag was not visible while the Stalker 2 Backpack was equipped.
- Fixed issues with clipping across multiple vanity combinations, including Warrior Wasp and Soldier Ant outfits, Kitty Fluffy Kiss Kiss and 3C backpacks, Keiko Nakama uniforms, Payday Event masks, Canvas jacket, Scaled Up gloves, Ash uniform, and other vanity gear.
Other
- Fixed the issue where the stash appeared empty when entering Brooklyn’s Bridge Settlement for the first time.
- Fixed the issue where the “Neutralize named enemies” project objective was not shared while in a group.
- Fixed the issue where Season XP Events did not grant rewards if the player had already reached 100 season levels.
- Fixed the issue with the SHD watch showing a placeholder image in the Item Details of the Inventory.
- Fixed the issue with placeholder images appearing in the crafting requirements of the Nimble Exotic Holster and Pakhan Exotic LMG Blueprints.
- Fixed the issue where Outcast icons were displayed instead of Black Tusk icons for President Andrew and Faye Lau during the Echo from Camp White Oak Manhunt.
- Fixed the issue where the option to trigger an Active Modifier was not greyed out after equipping one.
