Stellaris Update 3.9 Patch Notes (Caelum Update)

A new Stellaris update 3.9 is now available on PC. According to the official Stellaris 3.9 patch notes, the latest Stellaris Caelum update brings changes such as a rebalance of the leader cap system, price increases for some species packs, and improvements to older DLC content. Apart from this, Stellaris patch 3.9 also includes general bug fixes.

Recently, a major Stellaris Cepheus update 3.6 added a fleet combat rebalance and ascension path rework plus a new ascension path (requires Utopia). Unfortunately, players are still experiencing several issues while playing the game. Today’s Stellaris patch 3.9 will address a few of these issues.

Stellaris Patch 3.9 Notes – September 12, 2023

  1. Leader Cap Rebalance: In the 3.9 update, penalties for going over the Leader Cap have been softened, allowing more leaders to be hired. Leader XP gain reduction now follows a curve.
  2. Automation Improvements: Sector Automation has been removed in favor of individual Planetary automation, which uses resources directly from an Empire’s resources. Specific resource usage can be forbidden, and it builds planets based on their designation.
  3. Performance Improvements: Several performance optimizations have been made, including fixes for Country Modifiers recalculations, decreased texture loading, refactored calculations for Trade Value, parallelized calculations, AI evaluation improvements, and more.
  4. Updates to Previous DLC:
    • Ascension Path Updates (Requires Utopia): Reduced RNG-factor for completing tech requirements for ascensions and added new Council Agendas for partial research.
    • Habitat Rework (Requires Utopia, Federations, Toxoids, or First Contact): Introduced Habitat Central Complexes for expanding habitats’ capacity for districts and buildings.
    • Expanded Leaders from Enclaves (Requires Overlord or Leviathans): Enclaves like Shroudwalkers and Salvagers now have hireable leaders.
    • More Origins for Hives and Machines (Requires Utopia or Synthetic Dawn): Added new origins for Hive Minds and Machine Intelligences.
    • Workers Cooperative (Requires MegaCorp): Introduced Worker Cooperatives with a classless society focus.
    • The Kaleidoscope (Requires Nemesis): Added a new Situation-based event chain.
  5. Price Increase for Species Packs: Older Species Packs like Plantoids, Humanoids, Lithoids, and Necroids will have their base price increased to match newer packs.
  6. Plantoids Additions (Requires Plantoids): Plantoid and Fungoid species can now spread via seed in the Fruitful Partnership Origin.
  7. Humanoids Additions (Requires Humanoids): Owners of Humanoids DLC gain access to the Enmity Tradition tree, new species traits, and Humanoid portraits.
  8. Lithoids Additions and Updates (Requires Lithoids): Lithoid Hiveminds can mine space deposits without protection with the new Void Hive Civic, and more content is added for Lithoids.
  9. Mechromancy Ascension Perk (Requires Necroids and Synthetic Dawn): Machine Intelligences can reanimate biological leviathans and create cyborg zombies.
  10. Performance Concerns: Addressed various performance concerns throughout the update.
  11. Species-specific Features: Several features and updates cater to specific species and origins, enhancing gameplay diversity.
