According to the official Civilization 7 patch notes, the latest Civilization VII patch 1.3.2 refines Naval Coastal Raiding, introduces Appeal levels, improves AI Diplomacy, updates economic terminology, adjusts multiple civ abilities, and adds new UI, controller, audio, and narrative improvements. Additionally, the Civilization 7 patch 1.000.018 also includes bug fixes, balance tweaks, and clarity updates enhance gameplay consistency and late-game performance.

Coastal Raid Rework

Naval Raiding Adjustments

  • Coastal Raid now mirrors Pillage behavior.

  • Naval Units raid their tile or adjacent tiles but no longer Pillage directly.

  • Coastal Raid activates discoveries at range and captures Districts.

  • Yields now match tile Pillage Yields; no default Gold/Health.

  • Benefits from Pillage Yield modifiers; land-only modifiers specify Land Units.

Iceland Updates

  • Drottkvaett: Naval Units grant Culture equal to 50% of Pillage Yields and Healing.

  • Vikingr: Grants Science equal to 25% of Pillage Yields and Healing; retains 3 Sight.

Clarifications

  • Wonders, Social Policies, Promotions, and Civ Abilities now specify Naval vs Land effects.


Appeal System Update

Appeal Lens & Happiness Redesign

  • Added new Appeal Lens.

  • Appeal now tiered: Average, Charming, Breathtaking.

  • Average tiles: no Happiness.

  • Charming tiles: +1 Happiness when improved.

  • Breathtaking tiles: +2 Happiness when improved.

  • Happiness no longer scales by Age.

  • Abilities referencing tile Happiness updated to reference Appeal.

Diplomacy Behaviors

  • Diplomatic leaders use Military Sabotage more effectively.

  • Militaristic leaders use Open the Gates during War and invest more in War Support.

  • All leaders befriend Independents slightly more often.

  • Bias adjustments for numerous named leaders.

  • City-State-focused leaders better Suzerain/Incorporate City-States.

  • Persona leaders differentiated across variants.

  • Civ-wide bias updates for listed civs.


Diplomacy

  • Pirate Haven’s +1 Gold correctly removed when a Trade Route is lost due to War.


Economy Updates

Terminology & Consistency

  • “Rural District” renamed to “Rural.”

  • Qajar and Sayyida al Hurra abilities now apply only to Urban Districts.

  • Diplomatic project Culture properly granted with Ekklesia Mastery.

  • Wonders add Production Adjacency for Modern Factories.

  • Riches of the Duat bonus limited to desert cities.

  • Freyfaxahamar bonus applies only to same-Religion Settlements.

  • Anjuvannam receives Coastal Adjacency properly with Shusei Kokubo.

  • Ageless Fortified Districts retain Health and Wall Defense across Ages.


Military Adjustments

  • Communism now spawns Land Ranged Units correctly.

  • Pirate Naval Units cannot be attacked through Fortified districts by neutral units.

  • Donjon no longer grants extra Chevalier on reconquest.

  • Mayūrāsana: +10% Gold to purchases.

  • Jins-i Kamil: +1 Food on Farms next to Plantations and vice versa.

  • Qilachas: +2 Gold on Quarters with Walls.

Civic Tree

  • Zabt Tier 1: Stepwell unlock; +1 Gold on Farms in Towns; Jins-i Kamil retained.
