Sid Meier’s Civilization 7 update 1.000.014 (v1.2.5) is available to download on PS5, PS4(1.12), and PC (Steam). According to the official Civilization 7 patch notes, the latest Civilization VII update 1.2.5 introduces new unpredictable map types, a redesigned settlement UI, and two new City-State categories. Balance changes remove stacking percentages, add building cost progression, and tighten gold management. Additionally, the Civilization 7 patch 1.000.014 also made major improvements to AI, Age Transitions, Advisors, Diplomacy, and Military mechanics.

1.2.5 Patch Summary

  • New map types: “Continents and Islands” (new default) and “Pangaea and Islands” bring more variety and unpredictability.

  • UI overhaul: Redesigned production, placement, and growth interfaces for clearer choices and yields.

  • New City-States: Diplomatic and Expansionist types added, with rebalancing of older bonuses.

  • Balance updates: Removal of stacking yield percentages, new building cost progression, and tougher gold economy.

  • Leader rework: Napoleon’s Emperor and Revolutionary personas improved with stronger strategic bonuses.


Patch Notes 1.2.5

New Map Types & Map Generation

  • Introduced “Continents and Islands” and “Pangaea and Islands” map types.

  • “Continents and Islands” is now the default single-player map.

  • Maps emphasize variety over balance, while older balanced maps remain available.

  • First step in ongoing map improvements, with biome changes coming in future updates.


UI Improvements: Settlement Development

  • Production Menu: Displays base yields, adjacency bonuses, and warehouse effects.

  • Building Placement: New yield indicators, updated slot icons, and highlighted recommended tiles.

  • Growth Events: Preview before/after states when choosing specialists or improvements.

  • Constructible Tooltips: Cleaner layout with role-based tags.

  • Yield Losses: Trade-offs shown more clearly across the UI.


New City-States: Diplomatic & Expansionist

  • Added Diplomatic City-States: Focus on Happiness and new Diplomatic Actions each Age.

  • Added Expansionist City-States: Bonuses to Food and empire growth for both tall and wide play.

  • Rebalanced effects of several existing City-States.


Strategic Balance Pass

  • Yield Balance: Removed nearly all stacking percentage bonuses; replaced with flat numerical bonuses.

  • Buildings: Introduced cost-progression mechanic—building more raises future building costs.

  • Empire Scaling: Additional cities increase building costs empire-wide.

  • Gold Economy: Increased unit maintenance costs and reduced Town production and gold output.

  • Adjusted social policies, resources, City-State effects, modern tech costs, and civ abilities to match new balance framework.


Leader Update: Napoleon Revisited

  • Napoleon, Emperor: Stronger rewards for sanctioning multiple leaders.

  • Napoleon, Revolutionary: Enhanced military bonuses, with additional rewards when provoking enemy aggression.

Advanced Options

  • Added Advanced Options menu in Multiplayer.

  • Custom difficulty settings are always visible.

  • Changing the Main difficulty updates all custom settings.

  • Adjusting a Custom setting sets Main difficulty to “Custom”.


AI

  • AI no longer avoids rejecting Denounce Sanctions when threatened militarily.

  • Fixed AI failing to add Influence in Befriend Independent actions.

  • Old Age walls are now removed properly when overbuilt.

  • Peace deal weighting improved with Population importance.

  • (★) AI now selects the most beneficial pantheon instead of first available.

  • Government Celebration exploits fixed.

  • AI prioritizes weaker/vulnerable units in combat.


Age Transition

  • (★) Units in Regroup mode remain packed with their Commander after transitions.

  • Snow now displays correctly on Tundra tiles across Ages.

  • Lyceums Legacy Card updated: now grants +3 Science Yield on all Quarters.


Diplomacy

  • Removed redundant “City-State” text in Diplomacy actions.


Environment

  • Hillforts cannot be placed on improved Rural tiles.

  • Unique Improvement adjacency rules cannot be bypassed via production queues.

  • Opera House correctly listed as a Diplomatic Building.

  • Build queue items now considered in adjacency checks.


Economy

  • Fixed Incense Production Boost applying incorrectly to all units.

  • Tenement, Stock Exchange, and Laboratory bonuses no longer stack across Settlements.

  • City Parks happiness bonus no longer stacks across Settlements.

  • Cannery now properly provides +10% Growth Rate.

  • Hermitage ability fixed for correct Culture output.

  • Grocer no longer grants Farms +2 Food.

  • Inca Natural Wonders bonuses now apply correctly.


Military

  • Naval Focus Fire works properly with ranged attacks.

  • Units no longer take multiple Ocean damage in one turn.

  • Tankwa faster than Caravan when creating trade routes.

  • Jaguar Trap restrictions and descriptions fixed.

  • Lac Rebellion effect text corrected.

  • Move By Rail now correctly requires a Capital Rail Station.

  • Focus Fire no longer queues unintended movement.

  • Fixed Ranged Unit targeting on undefended districts.

  • “Next Turn” button behavior fixed with Unit Cycle option.


Leaders & Civs

Napoleon – Emperor (★)

New (Continental System – Economic, Diplomatic):

  • Unlocks all basic Sanctions automatically.

  • +50% Influence towards Sanctions.

  • +5 Culture and Gold per Age for each leader sanctioned (except Denouncement).

  • +1 Combat Strength for Land Units per active Sanction.

Previous: Focused on unique sanction mechanics and unfriendly/hostile relationships.

Napoleon – Revolutionary (★)

New (Enemy of the Coalitions – Militaristic, Cultural):

  • +1 Movement for Land Units.

  • Defeating enemy units gives 100% Combat Strength as Culture.

  • First war declaration each Age grants an Army Commander with Infantry, Cavalry, Ranged, and Siege Units.

Previous: Provided 50% Culture gain on unit kills only.

Catherine the Great
  • Great Work slot ability now applies to Wonders as well as buildings.

Abbasids (Rebalanced)
  • Round City: +20% Production with 5 Specialists (was +50% with 8 Population).

  • Al-Jabr: +10% Science with 5 Specialists (was +15% with 8 Population).

  • Compendious Book Tradition: +2 Science, +2 Happiness in Towns (was +4 Science).

  • Sales & Trade Tradition: +1 Gold and Science per Resource with 5 Specialists (was +3 with 8 Population).

  • New Production Menu shows base Yield, Warehouse effects, and top adjacency by default.

  • Updated constructible tooltips with clearer formatting and tags.

Content Collection

Right to Rule Collection*** – Part Two

Update 1.2.5 also brings the second and final part of Right to Rule, featuring leader Lakshmibai and the civs Silla and Qajar.

Leaders

(Right to Rule DLC***) Added new leader Lakshmibai.

The Rani of Jhansi, the queen of a state that challenged the might of the British, Lakshmibai became an emblem of courage and resistance. Flouting norms, Lakshmibai picked up fencing and shooting at a young age, and when the British attempted to establish direct rule, Lakshmibai held Jhansi against repeated incursions. She remains a symbol of defiance today.

  • Attributes: Diplomatic, Militaristic
  • Unique Ability – Rani of Jhansi: Increased Influence towards initiating the City-State – Incorporate Action. Gain control of all the City-State’s Units when performing the Incorporate Action. When one of your Land Military Units defeats an enemy Unit, gain Influence equal to a percentage of its Combat Strength.
  • Agenda – Eternal Glory: Increase Relationship by a Medium Amount with the leader that has the lowest Influence per turn. Decrease Relationship by Medium Amount with the leader that has the highest Influence per turn.
