Sid Meier’s Civilization 4 update is now rolling out on PC (Steam). According to the official Civilization 4 patch notes, the latest August update enhances Leader Abilities, with changes to Julius Caesar, Wu Zetian, and Harald Hadrada. Additionally, AI adjustments include Kongolese leader preferences and Barbarian spawn fixes.
Since the last patch, players are facing a number of problems with the game. Today’s Sid Meiers Civilization 4 patch will fix a few of these issues.

Sid Meier’s Civilization 4 Patch Notes – August 29, 2023
Leader Abilities Updates:
- Julius Caesar: His ability “Veni, vidi, vici” has been improved. He now receives +300 Gold when conquering a city for the first time or earning Gold from a Barbarian Outpost. The Gold amount becomes 500 after researching Metal Casting and 700 after Steel. When targeting Barbarians, he gets +5 Combat Strength and always earns normal XP.
- Wu Zetian: Her ability “Manual of Entrapment” has been enhanced. All Spies now operate at 1 level higher. Successful offensive spy missions grant 100% of the Culture, Science, and Faith made by the targeted city that turn. She also receives a free spy at Defensive Tactics and +1 Spy Capacity. Spies can be purchased with Faith.
- Harald Hadrada (Varangian): His ability “Varangian Guard” has been updated. In the base game, there’s a 75% discount on levying units, and all units pay 2 less Gold maintenance. He also gains +1 Influence Point per turn from the Stave Church. For the Rise and Fall & Gathering Storm DLCs, all units pay 2 less Gold maintenance, levied units receive Culture, Faith, and Science from kills equal to 50% of the opponent’s Combat Strength, and he gains +1 Influence Point per turn from the Stave Church.
- Abraham Lincoln: His ability “Emancipation Proclamation” has been modified. Industrial Zones now give +2 Amenities and +3 Loyalty per turn, while Plantations give -2 Loyalty per turn. After constructing Industrial Zones and their buildings, he receives a free Melee unit that doesn’t require resources to create or maintain and gains +5 Combat Strength.
AI Updates:
- Nzinga Mbande (Kongolese leader) now dislikes foreign settlement even more due to a change in preferred settlement placement.
- An issue with Barbarian attack forces not spawning properly on Immortal difficulty has been fixed.
Achievements:
- Victory Achievements have been added for Leaders introduced in Civilization VI: Leader Pass.
- Abraham Lincoln can no longer complete the “A Man A Plan A Canal Panama” Achievement that required building the Panama Canal as Teddy Roosevelt.
Miscellaneous:
- A reported issue preventing pillaged Dams from being repaired has been fixed.
- An issue with Ottoman Empire leader Suleiman’s (Muhtesem) secondary agenda not working properly has been resolved.
