DX11 Rift Anomaly Crash

Fixed an issue causing PC crashes when a Rift Anomaly occurs while using DirectX 11.

Building System Improvements
Enhanced Snap Points
- Floors receive improved snap behavior, allowing smooth connection to other floor edges and corners.
- Railings and Fences snap cleanly to floor edges and corners for more flexible building and detailed balcony designs.
- Stairs now snap intuitively to floors, and floors snap back to stairs, improving multi-level construction flow.
General Fixes
- Fixed an issue where Simpsons building parts were missing in Sandbox mode.
- Resolved a bug preventing completion of certain tasks despite having the required runes.
- Corrected an issue causing destroyed resources to lose collision; the fix applies automatically to all existing worlds.
